GEORGE W. BUSH, President of the United States of America, find that the current existence and risk of the proliferation of weapons-usable fissile material on the Korean Peninsula constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat. I further find that, as we deal with that threat through multilateral diplomacy, it is necessary to continue certain restrictions with respect to North Korea that would otherwise be lifted pursuant to a forthcoming proclamation that will terminate the exercise of authorities under the Trading With the Enemy Act (50 U.S.C. App. 1 et seq.) (TWEA) with respect to North Korea.

JUst appears to me like he is using the "national emergency" declaration to circumvent congress

Basically as I read it, North Korea is isolated from the United States, don't transport or accept goods and don't try to hide the fact.

no new news really.

so we are always in a state of emergency?
why do it this way, instead of including the co equal branch of government, congress.. since it isnt and immediate problem as the authority under the trading with enemies act has not yet expired.

Two things are happening. One: A state of emergency is created. Two: North Korea is targeted with sanctions. Look for more fun in other areas soon.

It's getting closer to the November election, watch this space! Election? What election? Don't say I didn't warn you.

Wow, I can't believe how fast things change. Just the other day I was listening to the radio and I could have swore that I heard them say that they were considering taking North Korea off of the Axis of Evil list, because North Korea was in total compliance with inspections, now this comes up. I just can't keep up.

They often twist things to suit themselves. Bush is looking for any excuse including a "false flag" incident to postpone that election.
